converting a number from base $10$ to base $8$

I'm really confused and I can't get the concept. How is $14$ in base $8 = 16$? And how does $8$ in base $8 = 10$? In case of $14$ isn't $1\times8 + 4\times1 = 12$? Shouldn't any number in base $8$ be lower than a number in base $10$?
