is the base $B(a,b)$ a base of $U$?
My guess is yes, because they are linearly indpendent?

2The charasteristic of a field is how many times you have to add $1$ to get $0$. And it is $0$ if you never get $0$. But since first component of $a$ is $1$ and the one of $b$ is $0$, the charasteristic doesn't matter. – ajotatxe May 03 '14 at 16:19
